This case study from the North American Quitline Consortium (NAQC) examines the process of developing and encouraging the adoption of a standard intake question for state quitlines to identify Public Housing Agency (PHA) residents who call for cessation services. Motivated by the new HUD smoke-free rule in public housing, NAQC formed a workgroup to address the gap in data collection about PHA residents utilizing quitlines. The workgroup recommended a time-limited, optional intake question, which NAQC then promoted to state quitlines. While adoption varied across states, many implemented activities to promote tobacco control and cessation among PHA residents, including resource development, training, and technical assistance. The study highlights the importance of data collection for understanding the reach of quitlines to vulnerable populations and for informing future efforts to link PHA residents with cessation support.
